The Decision of the Board of the Eurasian Economic Commission No. 100 Enters into Force on March 23

On February 21, 2019, the Decision of the Board of the Eurasian Economic Commission No. 100 “On the Procedure of Inclusion of Bodies Accredited for Conformity Assessment (including certification bodies and testing laboratories (centers)) in the Unified Registry of Certification Authorities of the Eurasian Economic Union, its Development and Maintenance” (hereinafter referred to as “the EEC Board Decision No. 100”) dated December 5, 2018, was published on the official website of the Eurasian Economic Union http://www.eaeunion.org/.

Paragraph 1 of the EEC Board Decision No. 100 approves the Procedure of Inclusion of Bodies Accredited for Conformity Assessment (including certification bodies and testing laboratories (centers)) in the Unified Registry of Certification Authorities of the Eurasian Economic Union, its Development and Maintenance (hereinafter referred to as “the Procedure”).

Subparagraph B of Paragraph 3 of the EEC Board Decision No. 100 states that accredited testing laboratories (centers) performing tests of products for compliance with unified disease control and hygienic requirements, unified veterinary-sanitary requirements, and (or) unified plant quarantine and phytosanitary requirements are to be included in the Unified Registry of Certification Authorities of the Eurasian Economic Union upon results of their assessment by accreditation bodies of the EEU member states within the framework of the National Accreditation System.

Please note that Paragraph 6 of the EEC Board Decision No. 100 annuls the second passage of Paragraph 1 of the Decision of the Eurasian Customs Union Commission No. 319 “On Technical Regulation in the Eurasian Customs Union” dated June 18, 2010 (the Provision on the procedure for inclusion of certification bodies and testing laboratories (centers) into the Unified Registry of Certification Authorities and Testing Laboratories (Centers) of the Eurasian Customs Union, its development and maintenance).

The EEC Board Decision No. 100 enters into force in 30 days following its publication, i.e. on March 23, 2019, except for the Procedure and Paragraph 6 of the said Decision.na

According to the second passage of Paragraph 7 of the EEC Board Decision No. 100, the Procedure and Paragraph 6 of the said Decision enter into force in 60 days following entering into force of the Order of the Panel of the Eurasian Economic Commission providing for implementation of the general procedure on “Development and Maintenance of the Unified Register of Conformity Assessment Authorities of the Eurasian Economic Union (including certification authorities and testing laboratories (centers)”, but no later than June 1, 2019.
