On October 12 in Astana at venue of the Kazakhstan National Center for Accreditation, the first working meeting of heads of authorized accreditation bodies of the Eurasian Economic Union (EAEC) and the representatives of the Department of Technical Regulation and Accreditation of the Eurasian Economic Commission (EEC) headed by Director of the Department Arman SHAKKALIEV.
During the meeting, heads of accreditation bodies of the EAEC countries discussed formation of effective countermeasures against fraud organizations in this field. At the meeting, there were discussed issues concerning the expansion of cooperation between national accreditation bodies and improve the Union legislation in this area.
Opening the meeting, Arman SHAKKALIEV said: “The accreditation of conformity assessment bodies, certifying the conformity of products with technical regulations, refers to key government functions. They are aimed at ensuring the safety of products put into circulation on the market of the EAEC”
As the EEC Department Director noted that extension of cooperation between national bodies to prevent violations of fraud organizations operating in the said field is of particular importance in this regard. In addition, there is a need to improve the union legal base in the field of accreditation and conformity assessment.
The event participants unanimously supported the need for further development of a unified legal base of the Union, aimed at the fight against organizations, in bad faith verifying conformity of production with the established uniform requirements
Commenting on the results of the meeting, the head of RusAccreditation Alexey KHERSONTSEV said: “An open and constructive conversation have taken place between the leaders of the national accreditation bodies of the Eurasian Economic Union. We’ve supported the EEC initiative to tighten criteria for the inclusion of accredited persons in the Union registries, and it will provide a more effective tool for the market in banning unfair subjects. The participants also agreed to improve the certificate forms regarding information entering clearly demonstrating the observance by the authority of necessary conformity assessment procedures. Besides, we have paid attention to the need for more precise regulation of conformity assessment rules stipulated by technical regulations of the EAEC. Gaps and contradictions now observed in this area often lead to avoiding responsibility by fraudulent persons, and, on the contrary, excessive administrative impact on those who work transparently”.
Following the discussion results, the heads of the competent bodies have defined and agreed on main directions of mutual cooperation in this sphere. A proposal on the establishment of the Subcommittee on Accreditation and Conformity Assessment under the Commission have been supported. Besides, the establishment of the Council of heads of the EAEC countries accreditation bodies, which would enable more quickly and on a regular basis to coordinate the functioning of the national systems of accreditation, have been discussed.
