The training was conducted under the auspices of the Federal Service for Accreditation in connection with the entry into force of the Guidelines for applicants and accredited persons approved by the head of the Federal Service for Accreditation Aleksey Khersontsev, on documentation of scopes of accreditation for calibration laboratories with MU-included.
The moderator of the seminar, attended by more than 60 specialists of the central apparatus and territorial offices of the Service, was the deputy head of the Federal Service for Accreditation Aleksandr Litvak, the key speakers included the chief research officer of the Federal State Unitary Enterprise "All-Russian Scientific Research Institute of Metrological Service" Yury Lukashov, the Deputy Head of the Legal and International Cooperation Department of the Federal Service for Accreditation Aleksey Melyachenkov and the head of the Division of Accreditation and Attestation of Competence in scope of Traceability of Accreditation Department of the Federal Service for Accreditation Yegor Pilyugin.
While opening the seminar, Aleksandr Litvak stated that the work in accordance with the approved the Guidelines in the Federal Service for Accreditation has been already started. "We affirm all new scopes of accreditation of calibration laboratories only with measurement uncertainty ", he said. He added that they faced a methodological issue that had been discussed by metrologists for many years. "I hope that now we are close to the success in its solution in terms of the field of accreditation", – concluded the deputy head of the Federal Service for Accreditation.
Aleksey Melyachenkov emphasized the importance of receipt during the seminar by the employees of the Federal Service for Accreditation of a unified picture of the practical application of the provisions of the Guidelines and also he called the participants to focus on procedural issues in detail.
In his speech, Yuriy Lukashov told about the peculiarities of the national calibration system, various methods of calibration and peculiarities of the international classification in this area as well as about the differences between verification and calibration.
Yegor Pilyugin elaborated on the practical issues of formation of the scopes of accreditation by giving a detailed explanation to the colleagues concerning the composition and content of the documents received by the Service from the applicants. The head Division of Accreditation and Attestation of Competence in scope of Traceability of the Accreditation Department emphasized that the guideline described the way to work with the scopes of accreditation within the Service; however, there are also nuances that employees need to pay attention to in the course of control activities or during field visits while rendering public services.
Yegor Pilyugin recommended in such cases to pay special attention to the calibration procedures, the procedure for measurement uncertainty set forth in the Quality Manual, as well as to its compliance with and verification of the skills and competence of the staff members of the calibration laboratory for measurement uncertainty. He reminded that the calibration laboratories, the accreditation of which was suspended due to a failure to comply with the requirements of Part 5 of Article 24, Part 2, Part 3 of Article 30 of Federal Law No. 412-FZ "On Accreditation in the National Accreditation System", had to study the Guidelines for Applicants and accredited persons for registration of the scope of accreditation of calibration laboratories with the measurement uncertainty before applying for the procedure of surveillance.
The next scheduled seminar on this topic will be held for accredited persons and assessor.
