RusAccreditation has joined the Mutual Recognition Arrangement of the Asia Pacific Laboratory Accreditation Cooperation

On June 21st, 2017, the Federal Service for Accreditation (RusAccreditation) officially joined the Mutual Recognition Arrangement of the Asia Pacific Laboratory Accreditation Cooperation (APLAC MRA). The corresponding document was signed in Bangkok, the capital of Thailand by the Head of RusAccreditation Alexey Khersontsev, the Chairman of the APLAC MRA Council Llewellyn Richards and APLAC Chairman Wong Wang Wah at the solemn ceremony organized as part of the annual joint meetings of the Asia Pacific Laboratory Accreditation Cooperation and the Pacific Accreditation Cooperation.

The signing ceremony was preceded by APLAC MRA Council meeting, on which the report of Vice-President of APLAC, Head of the National Association of Testing Authorities of Australia Jennifer Evans, Team leader of the APLAC evaluation team that was evaluating the activities of RusAccreditation for the accreditation of testing and calibration laboratories for compliance with international standards and regulations documents of specialized international organizations has been reviewed.

Within the framework of the on-site assessment, which took place on the territory of the Russian Federation on November 9-19, 2016, six APLAC evaluation team experts from Australia, Canada, Mongolia, Singapore and the USA monitored the work of Russian accreditation experts in 9 laboratories in Moscow, St. Petersburg, Republic of Tatarstan, Orel and Tula regions, visited the central office of RusAccreditation, as well as RusAccreditation office in the Privolzhsky Federal Territorial Branch in Kazan. The result of the evaluation team work was the recommendation to grant RusAccreditation the status of the full signatory of the APLAC MRA for the accreditation of testing laboratories and calibration laboratories, which was supported by the participants of the APLAC MRA Council meeting.

RusAccreditation became the 38th participant of the APLAC MRA, an arrangement that unites 39 accreditation bodies from 26 economies in the Asia-Pacific region, which provides the mutual recognition of accreditation by signatories within the framework of the declared scope and on the basis of equivalence of the conformity assessment bodies used in accreditation. In practice, such recognition is an important tool used by international trade participants to ensure favorable conditions for the promotion of their goods to foreign markets.

"Each country has its own accreditation rules and requirements for laboratories and certification bodies that issue proof documents for products. In order to relate these requirements between each other, there are international organizations for accreditation. Membership in these organizations and joining to the accepted arrangements guarantees recognition of accreditation results of Russian laboratories abroad. This is the first big step towards removing technical barriers to trade," - explained the head of the Rosakkreditatsii Alexey Khersontsev.

The signing of APLAC MRA by the Russian national accreditation body was the result of serious efforts made by the team of the Federal Accreditation Service in recent years in accordance with the instructions of the Government of the Russian Federation and with the support of the Ministry of Economic Development of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, the Federal Agency on Technical Regulating and Metrology, several other specialized federal executive bodies, All-Russian public associations - the Russian Union of Industrialists and Entrepreneurs, "OPORA Rossii", the Chamber of Commerce and Industry of the Russian Federation, "Delovaya Rossiya", as well as members of the Public Council at RusAccreditation for the purpose of forming an effective and transparent national accreditation system that meets international requirements, cleansing it of dishonest participants.

"RusAccreditation has joined the APLAC MRA. This opens up new opportunities for domestic exporters when Russian products are exported to the markets of the Asia-Pacific region, and later to the markets of other countries," - said Deputy Minister of Economic Development of the Russian Federation Savva Shipov.

The document regulating the use of the APLAC MRA Logo by accredited testing and calibration laboratories in the Russian Federation will be developed and posted on the RusAccreditation website in the near future.
