On October 12 the meeting of the Working Group on the issues of activity of accredited persons in the field of conformity assessment of electronic household and computer equipment of the Public Council under the Federal Service for Accreditation (RusAccreditation) took place chaired by the President of the Association of Trading Companies and Manufacturers of Electronic Household and Computer Equipment (RATEK) Aleksandr Onischuk. More than 40 people took part in the meeting including management representatives of RusAccreditation , representatives of the Federal Agency on Technical Regulating and Metrology (Rosstandart), the Federal Customs Service of Russia, manufacturers, importers and accredited persons.
When opening the meeting the Head of RusAccreditation Alexey Khersontsev called for increasing the quality of work for goods certification. “Electronic household and computer equipment holds the second place after goods for children and teenagers with respect to the quantity of issued certificates. That’s why in the nearest future our attention will be focused on it. Conscientious participants of the market shall review if their work is organized correctly and adjust their businesses with consideration of the correct interpretation of acting legal regulations and those coming into force”, – stated the Head of the Service.
Alexey Khersontsev reminded the members of the meeting that RusAccreditationhas essentially improved the service for registration of declarations of conformity this year and since 01.07.2018 its upgraded version is available on the website of the Service. Now in order to register declaration of conformity the applicant shall attach scanned copies of documentary evidences (laboratory testing protocols) - documents that confirm the conformity of goods to the requirements of technical regulations. In this regard the Head of the Service paid attention of representatives of the certification bodies to the responsibility for the results of work of the attracted testing laboratories and centers.
Alexey Khersontsev also told about an efficient interdepartmental interaction of RusAccreditation and the Federal Customs Service of Russia with respect to exchange of information about product samples importation.
Experts of the Working Group made a point on the issue of applying the Technical Regulations of the Eurasian Economic Union 037/2016 “On the restriction of the use of hazardous substances in products of electrical equipment and radio electronics” that came into force on 01.08.2018. The document defines requirements mandatory for fulfilment on the territory of the Eurasian Economic Union as to restriction of the use of hazardous substances in products of electrical equipment and radio electronics, released on the territory of the Union in order to provide its free movement.
The transition period for the given Technical Regulations was fixed until 01.03.2020, which allows manufacture and release of electrical equipment and products of radio electronics without carrying out conformity assessment and without documents on requirements conformity assessment. “But already now manufacturers, importers as well as accredited persons shall organize a corresponding preparative work”, - noted the Deputy Head of RusAccreditation Sergey Migin commenting this topic.
The members of the meeting discussed the project of Recommendations to the countries-members of the EAEU, the purpose of which is the establishment of a possibility to use separate provisions of the new typical conformity assessment schemes before the amendments to the corresponding technical regulations will be done. The Working Group made a decision to prepare statement of comments and suggestions for the project of Recommendations with the purpose to address the consolidated position further on to the Ministry of Industry and Trade of Russia (Minpromtorg) and the Eurasian Economic Commission.
Of high interest for the participants of the Working Group was the issue of language for compilation of testing protocols which are included to the set of documents prepared by manufacturer (authorized person of manufacturer), importer for declaration of compliance of a low voltage equipment according to the schemes 1d, 2d. Aleksandr Onischuk pointed out that as of today there is no single regulation that foresees language for protocols on the territory of the EAEU. Any translation of protocols may contain mistakes and it is associated with certain risks for the business. In the future countries-members of the EAEU shall implement in their legislation similar regulations, that’s why this issue ought to be discussed now. In that relation the Working Group made a decision to request a position of Minpromtorg and Rosstandart.
