Results of the 6th Meeting of the Working Group on the issues of activity of accredited persons in the field of conformity assessment of food products

On October 17 the meeting of the Working Group on the issues of activity of accredited persons in the field of conformity assessment of food products of the Public Council under the Federal Service for Accreditation (RusAccreditation) chaired by Natalia Ivanova, the President of the Russian Union of Juice Producers, took place. More than 30 people participated in the meeting, including representatives of the Service, the Ministry of Industry and Trade of Russia (Minpromtorg), the Federal Customs Service of Russia, the Federal Agency on Technical Regulating and Metrology (Rosstandart), the Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor), manufacturers, importers and accredited persons.

During the meeting dozens of issues were discussed including training and preparation of experts-auditors on the goods at RusAccreditation’s National Institute for Accreditation, FAO (the National Institute for Accreditation) and maintenance of a register of such kind of experts on the website of the Service. Sergey Migin, the Deputy Head of RusAccreditation informed the audience that a fundamental decision on maintenance of such register was made. Experts-auditors will be able to work only as a part of one certification body. The corresponding amendments to the laws and regulations were supported by the Ministry of Economic Development of Russian Federation, and a draft Regulation of the Russian Government was prepared.  Natalya Serova, the Deputy Director General of the National Institute for Accreditation noted that the issue of training of experts-auditors according to agreed programs was included to the agenda long ago. The National Institute for Accreditation has planned a development of a single approach concept to creation and implementation of educational programs for such kind of specialists with a broad attracting of expert society.

Representatives of RusAccreditation answered the questions of the participants about operating peculiarities of the upgraded version of the electronic service of registration of declaration of conformity brought into operation in summer 2018. According to the Service data in September 2018 with the use of the electronic service 5177 declarations were registered on their own, and in October – 3152. While identifying problems in the work of the FGIS of RusAccreditation the developers eliminate them. The correct functioning of the service requires implementation of a range of configurations, as on the website of the Service. The meeting of the Working Group decided to summarize information about arising problems in cooperation of Working Group participants within the project PROFSA of RusAccreditation. Sergey Migin also suggested to hold a training webinar on the work of the FGIS in the nearest future. 

During the meeting changes to Clarifications of the Federal Customs Service of Russia and RusAccreditation “On the order of customs operations related to import of goods as samples and specimens for testing and inspection purposes to the Russian Federation” were discussed. The representative of the FCS of Russia Vladimir Kotov informed that the finalization  and updating of this document are being done at present, they will include suggestions of the Working Group as well. By the end of the year the  draft amendments will be addressed for consideration to RusAccreditation.

The Working Group experts raised question concerning  terms and forms of conformity assessment for multi-component  mix products consisting of processed and unprocessed products, as well as for chilled fish products. the meeting decided to request an official position of the Ministry of Agriculture of the Russian Federation (Minselkhoz) about the form of conformity assessment for such products on examples of specific food products with various components correlation.

Great interest of the participants was attracted to an issue of specifying the requirements of the Technical Regulations of Customs Union (ТR ТS 022/2011) “Food Product Labelling” regarding the concept of “made up name”. “We fill in the product name very carefully both in product labelling and in declarations of conformity. The innovation foresees that we will have to include the made-up name to the strictly regulated product list, reproduce it exactly in all documents including while conformity assessment”, - stated Natalia Ivanova. This issue was decided to be further discussed.
