Results of the second meeting of the working group on the activities of accredited persons in the conformity assessment of explosive atmospheres equipment

On December 12, 2018, a meeting of the working group on the activities of accredited persons in the conformity assessment of explosive atmospheres equipment, chaired by Alexander Zalogin, was held at the RusAccreditation Public Council. More than 30 people attended the meeting, including the representatives of the Federal Service for Accreditation, the National Accreditation Institute at RusAccreditation, the scientific and expert community, and accredited organizations.

The safe use of equipment in explosive atmospheres of shafts, sections and oil and gas facilities will depend on how well the conformity assessment bodies do their job.

Alexander Zalogin urged the members of the working group to incorporate global practices to their work, including the International Electrotechnical Commission System for the Certification to Standards Relating to Equipment for Use in Explosive Atmospheres (IECEx System).

The experts of the working group reviewed a draft document designed to assess the conformity of the laboratories’ competence and equipment status for testing (measuring) each type of explosion protection in accordance with the practice in the application of the IECEx Technical Competence Documents (TCD IECEx). One of the members, Alexey Kogan, reported that the global experience provided the basis for the document and that it was necessary to incorporate and arrange the information on equipment and competence requirements for personnel of testing laboratories engaged in the conformity assessment of explosive atmospheres equipment. The document comprises the following sections - Personnel; Methods; Equipment; and Testing. It helps testing and assessing equipment under the declared or existing scope of accreditation. It can also be used to assess and certificate the expertise of certification bodies.

The members of the meeting approved the draft document designed to assess the conformity of the laboratories’ competence and equipment status for testing (measuring) each type of explosion protection in accordance with the practice in the application of the IECEx Technical Competence Documents (TCD IECEx). It will remain as advisory until the second half of 2019, and will be rated as an accreditation guideline afterwards.

During the meeting, the experts of the working group reviewed proposals related to the work in explosive atmospheres, for the Order No. 326 of the Russian Ministry of Economic Development, in May 30th, 2014 “On the Approval of the Accreditation Criteria, a List of Documents to Prove the Applicant’s (Accredited Person’s) Conformity to the Accreditation Criteria, and a List of Documents on Standardization, Compliance which Ensures the Applicant’s (Accredited Person’s) Conformity to the Accreditation Criteria”, as well as the List of Core Competences of the Technical Experts approved by the Order No. 285 of the Russian Ministry of Economic Development, in May 25th, 2014.

The members of the meeting approved the draft provision on the working group, including the notes on the confidentiality requirements.

The minutes of the working group’s meeting on the activities of accredited persons in the conformity assessment of explosive atmospheres equipment at the RusAccreditation Public Council in December 12th, 2018 will be available in the working group’s section in the nearest future.
