International experts performed an initial audit of the Federal Service for Accreditation in connection with the accession to APLAC Mutual Recognition Arrangement (MRA). The audit results bring Russia closer to the international recognition of national accreditation and certification system and simplify issuing process of foreign certificates for Russian products. That, in turn, will facilitate the export of goods produced in Russia.
On November9-19, 2016, international experts visited Russia to assess the Federal Service for Accreditation in the framework of its joining the MRA of the Asia-Pacific Laboratory Accreditation Cooperation (APLAC) as a full member in terms of accreditation of calibration and testing laboratories and centers. The accreditation bodies that have passed such an assessment may become members of APLAC Mutual Recognition Arrangement. The participation in this Arrangement automatically entails joining the Mutual Recognition Arrangement of the International Laboratory Accreditation Cooperation (ILAC). Its signing will mean a global recognition of quality for Russian laboratories accredited by RusAccreditation.
International auditors presented preliminary results of their work. According to the experts’ opinion, RusAccreditation performs activities on accreditation of testing and calibration laboratories in accordance with the requirements of ISO/IEC 17011, as well as APLAC and ILAC documents. The experts emphasized the qualification of RusAccreditation employees and the level of implemented working processes on accreditation. At the same time, the audit revealed several inconsistencies relating to calibration laboratories.
RusAccreditation became APLAC member in December 2015, said the Head of the Federal Service for accreditation Alexey Khersontsev. At the same time, we filed an application for an admission assessment of the Russian system and joining the Mutual Recognition Arrangement of APLAC. Now within a month after visiting APLAC assessment experts, we will get the final report of the auditors. RusAccreditation has several months to eliminate inconsistencies. We have already begun to develop a program to address the identified drawbacks. Formal admission to the Mutual Recognition Arrangement of APLAC happens at APLAC General Assembly. The closest one is scheduled for June 2017. In case of a positive decision and admission to the APLAC Mutual Recognition Arrangement, RusAccreditation without any additional assessments will be able to join the global Arrangement on the recognition of the organization under the auspices of the International Laboratory Accreditation Cooperation (ILAC).
