Russia should aim at joining international accreditation organizations – Oreshkin

April 26, 2017

Recognition of the Russian national accreditation system at the international level is an important contribution to the development of Russian exports, so it is important for Russia to strive for membership in various international accreditation organizations. This was stated by the head of the Ministry of Economic Development Maksim Oreshkin while speaking at the final meeting of the board of the Federal Service for Accreditation.

In Russia, within the framework of the national accreditation system, accreditation is primarily understood as an admission to inspections of the safety and quality of goods that enter the country's market. Certification of the quality and safety of goods is carried out by special laboratories and certification bodies. The safety of products depends on the quality of the work of these bodies. Accreditation of these organizations confirms their competence.

“Much work has been done already, there are certain results, and in 2017, as far as I understand, the work on joining the International Laboratory Accreditation Cooperation (the ILAC) shall be completed, and this is the basic condition for the recognition of the Russian testing reports”, said Oreshkin.

The head of the Ministry of Economic Development emphasized that the special attention of the Federal Service for Accreditation, that reports to the ministry, shall be directed to the formation of proper laboratory practice. "It is clear that now our negotiations with the OECD are not at an active stage, however, I would like to mention two points here – that sooner or later they will resume, and we need to be ready for this", said the minister. The second point, according to Oreshkin, is the desire to comply with the OECD practice standards that are among the world’s most advanced standards. Compliance with these standards increases the quality of the work of the Federal Service for Accreditation.

"Certainly, here we need to act very carefully, since there is such a notion as national interests, this should not be forgotten; so the best practices, taking into account national interests, is the approach we should apply in regard to this issue", emphasized Oreshkin.
