RusAccreditation joins the Mutual Recognition Agreement for laboratories

RusAccreditation joined the International Laboratory Accreditation Cooperation Mutual Recognition Agreement. It was announced at the General Assembly of International Accreditation Forum (IAF) and International Laboratory Accreditation Cooperation (ILAC) meeting in Vancouver. In fact, the Agreement is a confirmation of compliance of the national laboratories and testing centers with international standards, and contributes to the promotion of their country goods to foreign markets. However, the countries concerned are required to enter into bilateral agreements for absolute mutual recognition of certificates in international trade.
RusAccreditation became a signatory to the ILAC MRA for testing. ILAC is a noncommercial organization focused on the development of international trade through the mutual acceptance of the accreditations and calibration tests results by the countries of the world. The official task of ILAC since 1996 is the establishment of links among accreditation bodies worldwide. Since 2013, Russia has been an associate member of the organization. In the summer of 2017 it got full membership.
The arrangement signed in Vancouver describes general research rules and standards followed by national laboratories confirming the conformity of goods to mandatory requirements and the consent of national accreditation bodies to mutual recognition of their results when complying with the general requirements. However, our country's joining ILAC and IAF does not automatically mean free circulation of goods in the markets of all its member countries because the requirements for products and methods of research in different states may differ significantly. The actual recognition of certificates can be ensured either within regional associations (such as EAEU, where a uniform accreditation procedure is backed by equivalent requirements in other areas), or when concluding bilateral government agreements. In fact, all ILAC activities are aimed at expanding the network of such agreements. In particular, they operate between IAF participants in the field of construction, fire safety, urban planning, food safety, products and services, etc.
Deputy Minister of Economy of Russia Savva Shipov attended the ceremony. "This is an important step to improve the quality of conformity assessment and simplify the export of Russian products. A large number of people worked on this project for six years; during this time a unified national accreditation system was established in Russia, and a new branch of legislation that fully complies with the provisions of international standards was formed, " he said. RusAccreditation has also established working contacts with accreditation bodies of several countries and international associations, including the European Accreditation Cooperation, - Mr. Shipov noted. According to him the next step should be signing of a similar arrangement with the International Accreditation Forum, as well as conclusion of intergovernmental agreements with the trading partners of Russia.
