RusAccreditation summarizes the results of the control and judicial work for 2016

In 2016, the Federal Service for Accreditation conducted 1347 unscheduled inspections, including:

  • 833 inspections aimed at eliminating the inconsistencies in the accreditation criteria within the competence verification procedure,
  • 41 inspections based on the order of the Government of the Russian Federation,
  • 271 inspections of information received by RusAccreditation concerning possible violations of mandatory requirements,
  • 202 follow-up inspections to check actions taken to remedy discovered violations.

The auditing activities of the Federal Service for Accreditation have some peculiar features. According to Part 1, Article 27 of the Federal Law dated December 28, 2013 No. 412-FZ "On Accreditation in the National Accreditation System", the agency does not conduct scheduled inspections of legal entities and individual entrepreneurs. 

Within 2016, the Federal Service for Accreditation held:

  • 670 unscheduled documentary inspections,
  • 677 unscheduled field inspections.

The objects of the unscheduled inspections were:

1. Accredited legal entities and individual entrepreneurs performing works on compliance assessment:

  • 322 certification bodies,
  • 805 testing laboratories (centers);

2. 179 accredited legal entities and individual entrepreneurs performing works and (or) rendering services on insurance of the uniformity of measurements;

3. 41 legal entities and individual entrepreneurs accredited for the right to conduct non-state expertise of project documentation and engineering survey results -.

77 percent of the inspections held on the basis of the instructions of the Government of the Russian Federation, and also in connection with the information received by RusAccreditation concerning possible violations of mandatory requirements, discovered violations of the applicable laws of the Russian Federation in respect to the activities of accredited persons.

Based on the facts of the revealed violations, the Federal Service for Accreditation made decisions to suspend accreditation of 166 accredited persons. 56 such accredited persons lost their accreditation due to non-fulfillment of the issued instruction.

According to the results of the unscheduled inspections 1210 protocols on administrative violations were made. The total amount of administrative fines imposed by the courts amounted to 147,372,300 rubles.
