RusAccreditation will inspect the origin of certificates for unsafe wiring systems and toys

"Fake" safety certificates (issued without real laboratory tests) are issued more often for the imported goods, - Alexey Khersontsev, Director of the Federal Service for Accreditation explained at the "Business lunch" interview for "Rossiyskaya gazeta" ("Russian Newspaper").

Alexey, what kind of goods has the "fake" certification most often?


"Fake" certificates are most often issued for the imported goods, but it does not mean these goods are hazardous. 

Alexey Khersontsev: Please remember that not all products are subject to certification. The mandatory requirements cover most of the food products and so called consumer goods, i.e. they are put on the market by giving a notice.

Less products undergo this mandatory certification before the delivery at shops. 130,000-140,000 certificates are issued in our country annually; 30-40 percent are issued for Russian products as well as for Chinese products; all the rest are issued for the imported goods. We mostly face problems with the imported products certification.

So people who don't have any confidence in Chinese products are right?

Alexey Khersontsev: Not exactly. Our Chinese partners deliver what Russian sellers order. Chinese suppliers say: you can order good products and we will deliver good products. Therefore, we have to control our business as well. Of course they will claim that our consumer wants cheaper products but we shouldn't forget about their safety, too.

 Generally we select market participant groups that issue the maximum test protocols and certificates and work with them. Several special working groups have been established with the involvement of producers for certain types of products for this purpose.

At the end of the previous year we began to address the problems with imported aluminum wheel disks for cars because there was a suspicion that they were launched on the market without any tests and were actually unsafe. Within six months, we managed to strongly reduce the volume of misconduct and now the wheel disks market is "cleaned" by Rosstandart from what was released in previous years.

We are beginning to take similar actions on the cable products market. There are complaints from manufacturers on a large number of substandard and hazardous electrical wiring on the market. We will 'clear' this market in the nearest future as now we have plenty of laboratories equipped to test all kinds of cables.

We take special care of products for children and teenagers. A large number of certificates and protocols for these products is issued largely due to the market size and absolute values and deviations therein are quite serious.

We also have requests from pipe manufacturers to consider the situation for their market. So now we carry out such a preliminary analysis therewith.

Does the certificate issued with violations always mean that the products are unsafe?

Alexey Khersontsev: It is far from true. For children's goods, where the requirements are pretty high, we see that when such products are tested according to all rules, they generally do not give negative results, so the consumer has a minimum risk of buying a toy with irritating effect on the mucous membrane, for example. Anyway, the suppliers understand the responsibility they have. But the problem is that some tests are not always performed, but the certificates are still issued.

A short while ago RusAccreditation joined the International Laboratory Accreditation Cooperation Mutual Recognition Agreement (ILAC MRA). What will the ILAC MRA mark stated in the product test reports give to our exporters?

Alexey Khersontsev: Briefly, our manufacturers will have much more easy, fast and cheaper access to foreign markets. The conformity of accredited laboratories to international standards has been actually confirmed.

This is usually enough in B2B, i.e. our manufacturers will be able to supply their products to foreign contractors without additional tests. In the regulatory area, where mandatory security requirements are imposed at the state level, the recognition we have received will not always be sufficient. But it is the essential condition for the formation of bilateral arrangements with other countries so that Russian test reports would be recognized by them.
