21 May 2021

On May 19, the conference "Metrology in the Service of Quality" was held. It was dedicated to the celebration of the World Metrology Day. The event, which was dedicated to the role of metrology in enhancing the country's economy, was attended by more than 600 people in full-time and remotely, including representatives of the Ministry of Industry and Trade of Russia, Rosstandart, RusAccreditation, the All-Russian Quality Organization, the Russian Union of Industrialists and Entrepreneurs, scientific organizations, Russian and foreign experts.

Dmitry Gogolev, Deputy Head of the Federal Service for Accreditation, made a report about the new requirements for accredited persons in the field of ensuring the unity of measurements. He said that there are about 9 thousand accredited persons in the national accreditation system, including more than 2 thousand metrological services, 1.7 thousand organizations of which are carrying out verification of measuring instruments.

Since the beginning of 2021, a number of regulatory legal acts in the field of accreditation have been adopted as part of the implementation of the "regulatory guillotine" mechanism. Therefore, from 1st of July, 2021, the requirement for organizations in the field of ensuring the unity of measurements for the ownership or use of premises and equipment for at least 1 year will come into force. This requirement is envisaged by the order of the Ministry of Economic Development of the Russian Federation № 707 of October 26, 2020. For laboratories performing calibration, there is only one requirement left – compliance with the international standard GOST ISO/IEC 17025-2019 in terms of calibration of measuring instruments. From December 1, 2021, the structure of the requirements for the results of the activities of accredited persons in the field of ensuring the unity of measurements will change (in accordance with the order of the Ministry of Economic Development of the Russian Federation № 704 of October 24, 2020).

Speaking about the process of digital transformation, Dmitry Gogolev invited metrological organizations to join the testing of the configurator of electronic accreditation areas. The service will allow accredited persons to independently reduce the electronic area of accreditation, will lead to a reduction in the terms of providing public services and control and supervisory measures, increase market transparency, will make it possible to search for organizations in electronic areas of accreditation.

The Deputy Head of the Federal Service for Accreditation called the integration of FGIS RusAccreditation with other departmental information systems, for example, FGIS "Arshin", a promising direction of development.
