Nazariy Skrypnik took part in the discussion at SPIEF-2021 on countering illegal turnover of products

On June 3, the Head of the Federal Service for Accreditation, Nazariy Skrypnik, took part in a discussion on the topic "Combating counterfeiting as a point of economic growth" within the frames of the XXIV St. Petersburg International Economic Forum. He told about the tools which are used by the Service to identify certificates and declarations issued with violations. These include verification events and digital services.

The event was also attended by Viktor Yevtukhov, State Secretary - deputy Minister of Industry and Trade of the Russian Federation, Alexey Sazanov, State Secretary – deputy Minister of Finance of the Russian Federation, representatives of the International Association "Anti-Counterfeit", the Development Center of Advanced Technologies, representatives of commercial organizations.

Speaking about the use of state control tools, Nazariy Skrypnik said that in 2020, 1.4 thousand certificates of conformity and 24.6 thousand declarations of conformity were terminated according to the instructions of the control and supervision authorities.

Along with monitoring of the activity of accredited persons, Nazariy Skrypnik called the increasing of availability of information about documents which are confirming the safety of product as the key direction of RusAccreditation's work. The main tool for informing is electronic services. At the end of last year, a convenient website was opened in the format of a landing page (safety.fsa.gov.ru), where it is easy to check at any time of the day whether the purchased product meets the safety standards. The exchange of data about the safety of goods between the Federal State Registration Service of RusAccreditation and the national labeling system (GIS MT) has been established. In 2021 information exchange with the GS1 RUS system has been started. This will allow to link the GTIN with certificates and declarations data.

Together with the business, the Service is developing a special service that will allow the marketplace to get access to data about documents confirming compliance with safety requirements, information about the manufacturer and the place of production from the Federal State Registration Service of RusAccreditation. The RusAccreditation service will be integrated directly into the marketplace system. When creating a description of a new product, a valid certificate or declaration for products will be checked. 5 companies are currently participating in the pilot project: Ozon, Wildberries, Supl.Biz, Orlan System and Metro C&C, which in turn plans to use the service to check its suppliers.

The collaborative project of RusAccreditation and marketplaces will help Internet sites to guarantee the compliance of goods with the established safety requirements and increase the confidence of Russians in the products they buy online.

During the discussion, such topics as the role of the government in the fight against illegal trafficking, including at the interstate level, the role of digital labeling as a mechanism for monitoring and traceability of goods were discussed.
