The practice of food product expertise during public procurement was discussed at a round table in NIAR

On May 25, a round table "The practice of food product expertise in state orders", organized by the National Institute of Accreditation of RusAccreditation (NIAR), was held. More than 30 people took part in the event in the face-to-face and remote format - representatives of federal and regional authorities, public organizations, the All-Russian National Front, inspection authorities and the media. During the round table, up-to-date information about the pilot project "Examination of goods and services within the execution frames of state and municipal contracts", which is being implemented in 2020-2021, was presented in 11 regions of Russia due to the support of RusAccreditation and NIAR.

The moderator of the round table was Lidiya Travkina, Deputy General Director of NIAR. She noted that taking into consideration the development of the procurement system, the government, business and society are interested in creating a mechanism for examining the results of the execution of state contracts, providing independent and reliable results and optimizing the timing and cost of its implementation.

Pavel Lisin, Deputy Director of the Academy of Contract Relations, reported in more detail about the tasks of the pilot project for the purposes of contract relations. He touched upon the normative aspects of the examination, listed the key problems faced by customers. Alexander Toropov, Chairman of the Committee for the Regulation of the contract System of the Vologda Region, told about the experience of organizing a distribution and logistics center, the scheme of cash and goods flow, conducting documentary expertise and selective control of products.

The Chairman of the Board of the Guild of Domestic Buyers and Specialists in Procurement and Sales, Lidiya Nikiforova, focused on the problem of interaction between customers and expert organizations in contractual relations. Valery Alekseev, head of the All-Russian National Front Bureau of Investigation, talked about the possibilities of expertise in the issue of food supply to social institutions, noting that for the mass application of product quality expertise, it needs to be translated into a modern format, using mobile verification capabilities.

The Head of the resource center of the National Accreditation System, Egor Bulychev, demonstrated the functionality of the FGIS RusAccreditation, which allows you to check the information of declarations of conformity, including for food products.

Lidiya Travkina noted that according to the results of the pilot project, a new mechanism for conducting an independent examination with the involvement of inspection authorities accredited in the national accreditation system should be proposed in September 2021.
