New RusAccreditation Head appointed
Alexey KHERSONTSEV has been appointed Head of the Federal Service for accreditation. The corresponding document published on the site of the Government was signed by the Prime Minister Dmitry Medvedev.
To date, Mr. KHERSONTSEV headed the Department of State Regulation of the Economy of the Ministry of Economic Development of the Russian Federation. As a director of the department, KHERSONTSEV was responsible for regulatory support of formation of a national accreditation system. Besides, he was responsible for the creation in the Russian Federation of a network of multifunctional centers providing public and municipal services, and other issues related to enhancing the quality of public services, increasing the transparency of public authorities (creation of the regulation.gov.ru portal, launch of the “Open Data” project), issues on reduction of administrative barriers to entrepreneurial activity, as well as the improvement of the legislation on control and surveillance activities and on self-regulation.
Previously, Savva SHIPOV, who directed the RusAccreditation, was appointed Deputy Minister of Economic Development of the Russian Federation. Savva SHIPOV had been leading the newly established the Federal Service for accreditation from November 2011. During the time of SHIPOV’s leading, a unified national accreditation system was formed, which combined 16 disparate systems, the legal framework for accreditation was created from scratch, registries of certificates and declarations of conformity were run, which allowed on-line check of their authenticity. Certain success was achieved by the RusAccreditation in restoring order in the market of conformity assessment, having fully prepared the Russian accreditation system for international recognition.
